Das mit der "Zur Sicherung Versorgung von Grundnahrungsmitteln" ist blödsinn, dafür wurden damals die Exportquoten nicht angehoben. Ehrlich gesagt müsste man die Exportquoten gar nicht abschaffen, sondern einfach weiter bestehen lassen. Das würde zu steigenden Weltmarktpreisen führen und wäre eine pos. Externaität auf die ukr. Wirtschaft.
